How to Apply Use Optic Effects Eye Pencil as an eyeliner, highlighter or eyeshadow. To apply, use short, feathery strokes across your lids from the inner corner to the outside of your lids, staying as close to your lashes as possible. Soften the line with the built-in blender. The line should appear slightly wider at the outer end and more narrow as it approaches the inner corner of your eyes.
